I would do a planted tank with some crypts and java ferns. crypt parva has some nice smaller leaves for smaller details and crypt Wendtii would add some red. fluval stratum is a good substrate for plants though I find it a bit difficult to plant in but things hold well once rooted. It's also a pretty common choice for shrimp if you go that route.
